Workshop on the Partnership Between Technical Vocational Education and Training and Industry

Phnom Penh, 21 November 2025 – Mr. Ngorn Saing, CEO of RMA (Cambodia) Plc., was invited as a distinguished speaker at the panel discussion held under the workshop on “The Partnership Between the Technical Vocational Education and Training and Industry.” The workshop was jointly organized by the Ministry of Labour and Vocational Training, Bendigo Kangan Institute (BKI), and supported by the Corporate Social Responsibility (CSR) program of RMA (Cambodia) Plc. The event took place at the National Technical Training Institute on 21 November 2025. The program was honored by the high presence of H.E. Heng Sour, Minister of Labour and Vocational Training, and H.E. Derek Yip, Australian Ambassador to the Kingdom of Cambodia, who co-presided over the workshop’s closing ceremony.

Through the collaborative efforts between RMA (Cambodia), BKI Group, and the Ministry of Labour and Vocational Training, the initiative has contributed and continues to contribute to enhancing the quality of Cambodia’s education sector, strengthening training programs, developing a skilled workforce, and building human capital. This is being achieved through sharing Australia’s successful experiences, introducing innovative training models such as the “Earn-and-Learn” program, which combines learning with practical work experience, and establishing Cambodia’s first Automotive Center of Excellence Cambodia, known as ACE Cambodia. This center is set to become the country’s leading TVET hub for automotive and advanced technical skills, and a model in the ASEAN region.

In his closing remarks, H.E. the Minister expressed strong support for the establishment of the Automotive Center of Excellence in Cambodia, describing it as a significant outcome of the cooperation between the two countries in developing the TVET sector. He emphasized that the center will play an important role in strengthening Cambodia’s skilled automotive workforce, thereby attracting and promoting greater investment in the automotive industry in line with the Royal Government’s strategic vision.

H.E. the Minister stressed, “The collaboration between the Royal Government, the private sector, and training institutions is essential for building a skilled workforce that can respond to the changing world of work in the future.” He also expressed hope that the center will serve as a model for establishing centers of excellence in other sectors under the cooperation between the two governments.

On the same occasion, H.E. Derek Yip, Australian Ambassador, reaffirmed Australia’s commitment to being a key partner in supporting Cambodia’s development of technical and vocational education, skills training, and industry-related capabilities. He viewed the Automotive Center of Excellence as a reflection of the vibrant partnership between the government, training institutions, and private sector in transforming Cambodia’s TVET sector.
The Ambassador added that the center will help Cambodian youth prepare for emerging automotive technologies and strengthen collaboration between Cambodia and Australia. He also expressed strong confidence that cooperation in the automotive sector will further contribute to the development of other sectors in Cambodia.

Linked to the workshop was a panel discussion on “Unleashing Cambodia’s TVET Potential” with participation from representatives of the government, private sector partners, and stakeholders. As one of the speakers, Mr. Ngorn Saing highlighted the rapidly evolving modern technologies, particularly in the automotive industry, and emphasized the necessity of continuous upskilling for the technical workforce.

He stated, “The Earn-and-Learn training model will significantly contribute to development, not only in the automotive industry but also across many sectors. This TVET model offers students both training and real work experience simultaneously, improving efficiency and productivity while creating job opportunities and additional income for Cambodian youth.” Mr. Saing also underscored the importance of developing specialized skills, continuous upskilling, reskilling, and capacity enhancement, not only for students but also for trainers, to ensure they can transfer the latest industry knowledge to the next generation.
